City Council approves Grubbs reward fund

The Ashland City Council voted unanimously Tuesday night to set up a public reward fund for information leading to the apprehension and conviction of whoever murdered David Grubbs on the Central Ashland Bike Path on Nov. 19.

The reward will be funded by donations from the public.

"This helps the family and the community put up a reward that we hope will help us solve this case," Ashland Police Chief Terry Holderness said.

Crime Stoppers already has set up a reward fund, but some residents were concerned that people may be reluctant to donate to it. If the case is solved by police without the help of a tip, the money will be recycled back into the Crime Stoppers' account.

The new city of Ashland reward fund will be administered by city staff.

If the crime is solved without a tip, or the City Council terminates the fund in the future because it's not proving useful, people who donated $50 or more would receive a refund.

Smaller donations that were not refunded would be given to the Ashland Police Department.

The fund will automatically terminate in January 2017, at which time donations of $50 or more would be sent back to donors, Holderness said.

Employees of the city of Ashland would not be eligible to receive the reward. Police officers also would not be eligible, whether they are from Ashland, other local jurisdictions, the state government or the federal government.

People who wish to donate can mail or hand-deliver checks made out to the "Grubbs Reward Fund" to Ashland City Hall, RE: Grubbs Homicide Reward Fund, 20 E. Main St., Ashland, OR 97520.

City Hall is located on the downtown Plaza.

Reward posters will be created and placed around Southern Oregon and in surrounding areas, according to police.
