Who are these people?

The following are the top violators of Ashland city codes in 2010:

No. 1: Joshua Timothy Scott, age 39, 35 violations. He told the Tidings in 2010 he had grown up in Colorado and previously worked as a carpenter. He also said he was disabled from a broken leg that never healed properly, and suffered from bipolar disorder and schizophrenia.

No. 2: Thomas John "Squirrel" Hecklin, age 45, 29 violations. He told the Ashland Municipal Court in March 2010 he was an alcoholic who had been reduced to sleeping in a Dumpster. He asked to receive drug and alcohol counseling. This year: arrested Feb. 20 and lodged in Jackson County Jail on court warrant. Had a Klamath County case involving possession of less than an ounce of marijuana in 2007, and three contempt of court cases in Jackson County in 2007 and 2008.

No. 3: Justin Tyme Crumpton, age 21, 21 violations. This year: lodged in Jackson County Jail on a municipal court warrant Feb. 13.

No. 4: Chad Edward Ogden, 17 violations. In 2006, at age 33, he was arrested by Medford police on charges of burglary, assault, menacing and violating a restraining order.

No. 5: Thomas Earl Hempe, age 22, 16 violations. This year: cited for open container of alcohol, consuming alcohol in public and scattering rubbish (tossing trash or urinating) downtown; taken to jail on a municipal court warrant; and arrested in Ashland on charges of marijuana possession and a parole violation. In 2009, Talent police arrested him on charges of burglary, theft and criminal mischief. Has a case pending in Jackson County Circuit Court involving marijuana possession.

No. 6: Jeffrey Karol Bonczyk, 41, 15 violations (tie). This year: arrested Feb. 24 for criminal trespass, disorderly conduct and interfering with a police officer. From 1998 through this year, had cases involving burglary, failure to appear in court, assault, unlawful entry into a motor vehicle, disorderly conduct, possession of less than an ounce of marijuana, resisting arrest and interfering with a police officer in Jackson and Lane county circuit courts.

No. 7: Henry J. Boswell, age unavailable, 15 violations (tie).

No. 8: Tzedek Ben Brandov Ysrael, 21, 13 violations. This year: cited at least four more times for prohibited camping, drinking in public, open container of alcohol in public and scattering rubbish. On Feb. 5, cited twice for open container and once for drinking in public and scattering rubbish. Arrested Feb. 7 for trespassing.

No. 9: Daniel Joshua Sims, age unavailable, 12 violations. He has been opposed to Ashland's ban on sleeping in public places since at least 2008, when he told the Tidings he slept in Lithia Park.

No. 10: Steven Alan Bonilla, 50, 11 violations (tie). This year: arrested and lodged in jail for trespassing on Feb. 15; arrested for trespassing and disorderly conduct on Feb. 21; had two Jackson County Circuit Court cases involving recklessly endangering another. Ashland police arrested Bonilla in 2008 on charges of identity theft, forgery and giving false information to a police officer.

No. 11: Paul Frederick Miller, age unavailable, 11 violations (tie).

During a January meeting with the Ashland City Council, Ashland police said nine out of the 10 people with the most citations in town in 2010 were self-described homeless people.

Ashland police declined to release their list of the top 10, which they had compiled from Ashland Municipal Court records. They have a policy not to release any information that could be construed as a "watch list" ever since a 2006 list of alleged downtown troublemakers was shared with the Ashland Chamber of Commerce. The American Civil Liberties Union had threatened to sue.

The Daily Tidings requested a list of people with citations in Ashland in 2010 from the court and compiled its own list of the top 11 people with the most violations. Two people were tied for 10th place.

Ashland police based their top 10 on the number of citations people had received. A person can be cited once for multiple violations, such as for prohibited camping and drinking in public.

The Tidings built its Top 11 list by tallying violations.
