Charter, marijuana tax measures await Talent voters

TALENT — Proposals to tax recreational marijuana sales and to revise the city’s charter await voters in the Nov. 8 election. Each open seat on the City Council has one candidate.

The City Council would set the rate of the marijuana tax, if approved, up to 3 percent, the maximum allowed by state law. Proceeds from a tax would be dedicated to city parks for the first five years, after which the council would review allocation.

The tax would cover marijuana flowers, concentrates, edibles and extracts on sales with city limits at facilities licensed by the Oregon Liquor Control Commission. The tax would not apply to medical marijuana sales.

Updates and amendments to the city charter would be made if voters approve the changes. The present charter was adopted in 2005. If approved the revisions would take effect Jan. 1.

Among changes are provisions for filling the mayor and city council positions in case of felony conviction, recall, moving outside the city and resignation. Language clarifying the powers of the city manager and municipal court and voting on proposed annexations is also included.

Three of the council seats carry four-year terms. Seat 3 has a two-year tenure.

Emily Berlant is seeking Council Seat 2. She is an outreach coordinator and student at Southern Oregon University. Incumbent Anthony Abshire will not seek re-election.

Incumbent Christina Collins has filed for the two-year term for Council Seat 3. Collins was appointed to fill the vacant position through Dec. 31 in July last year.

Incumbent John Harrison has filed for Council Seat 4. He was appointed to the seat on Aug. 17 to replace Teresa Cooke, who resigned in July. Harrison is a retired postal supervisor and has served on the city’s budget committee.

Incumbent E.J. McManus will seek re-election to Council Seat 6. McManus has served on the council since being appointed in 2005. He won election to the seat in 2008 and 2012.
