County removes youths' shackles

MEDFORD — Jackson County has agreed to let children to appear in juvenile court without shackles unless they are considered dangerous or a high risk to escape.

The agreement was reached just days before a judge was set to hear arguments on a motion filed by defense attorneys who wanted to end the routine of putting children in leg restraints.

Authorities in the county say probation officers and detention staff will likely decide which children must be chained for court.

The agreement has no bearing on shackles used in transporting youth outside the detention center.
