Bill Revamping Measure 114 Could Save 1,000 Lives in Oregon Over the Next Decade

Oregon’s contentious Measure 114 which tightens gun ownership controls came under the firing line when lawmakers heard evidence at a hearing on Monday on a bill that will modify the measure.

 

Plethora of Arguments Presented to a Hearing on Monday

There were arguments both for and against the measure that requires a permit to purchase a firearm, limits magazine capacity to 10 or fewer rounds, and closes the ‘Charleston Loophole’ by requiring the completion of criminal background checks to either buy or transfer ownership of guns.

HB 3075-1 sets out to modify and make some changes to Measure 114. The hearing followed the recent ruling by the Oregon Court of Appeals that overturned a Harney County judge’s decision that the measure was unconstitutional, blocking it from taking effect.

A plethora of arguments was presented at the hearing at which lawmakers heard that the proposed gun licensing laws could save 1,000 lives in Oregon over the next 10 years.

Represented at the hearing were organizations such as Moms Demand Action, Ceasefire Oregon, and Lift Every Voice Oregon, all avid supporters of Measure 114.

Lawmakers were reminded about acts of violence involving deaths by gunshot such as the August 2022 shooting at a Safeway in Bend where two people died and another two were wounded.

Among those opposing the bill were members of Women for Gun Rights and the National Rifle Association.

The bill makes it obligatory for criminal background checks to be conducted by state police before firearms can be sold or transferred to permit holders. It also calls for individuals to apply to local county sheriff’s offices and police departments to obtain permits.

The bill stipulates permit fees at $150 and not the $65 called for by Measure 114. Renewal permits will cost $110. Firearms instructors must be approved by law enforcement and provide safety training to gun permit applicants.

Furthermore, it increases turnaround times from 30 to 60 days to grant a permit.

HB 3075-1 calls on private owners to prove possession of large-capacity magazines before 8 December 2022, or to prove that they acquired them via an inheritance.

    Legislation ,registration, licensing, permits ,fees fingerprinting and background checks. Limits on ammo capacity, barrel length your pistol is now a short barrel rifle because it has a short stock.
    Other countries have been down this same path and it lead to disarming the people the government didn’t like . The millions of people killed by the people who had all the power. What group has the power in Oregon now?

    I grew up as a son of a cop in Texas my dad always said that a criminal is just that because they don’t care about laws, just violating them. I work in security and I’ve been armed in Texas and Oregon and I don’t think that this is going to be safe for anyone except criminals.

    I am a firearms instructor and most of my students are women. Most have been subjected to violent crime or are in danger of being subjected to it. Regardless of what you read or believe, a recent Department of Justice survey shows an increase of 44 percent in violent crime, with the most significant percentage being sex crimes. Also, most women (with notable exceptions) are less strong than men. I have personally been involved in rescuing a woman being beaten to death by a 6’4″ 300 lb man. It took four of us to get him to stop what he was doing. She survived but had many broken bones, including a fractured orbital bone. The 30 to 60-day waiting period in this bill could result in death.

      nothing the bill does that stops the illegal use weapons so the bill can’t possibly save the lives it states

    I’ve had my guns for years and the hold more than 10 rounds how can I prove it I no longer have a sales receipt.

    OSP background checks are already required in this state…. All that I see this doing is creating a larger black market for stolen guns, and increasing theft. Not to mention the most important part….. increasing the amount of money going into our state budget that is already put to such great use.
    OSP cannot handle what they already have in a timely fashion.

    What about putting all the money that this is costing into mental health support. Doing all this won’t take the illegal guns off the streets that many can still obtain. And if you’re gonna go this far what about other weapons like knives, bats etc.

    as.always .. criminals don’t care.about.laws only good people… it won’t stop.anything will just make it harder on law abiding citizens to own .. which is all they want todo any way…
