Gun Control Bill Gets the Nod from Oregon’s House Judiciary Committee Despite Republican Opposition
Despite opposition from Republican members of the House Judiciary Committee, a majority Democrat vote sent the stalled gun control bill – Measure 114 – to the floor on Tuesday.
Measure 114 Has Been Consistently Challenged
The gun control bill was given the nod by Oregonian voters in November 2022 but has been consistently challenged since then.
The biggest changes that Measure 114 will introduce in a move to tighten control of gun ownership and use include: closing the ‘Charleston Loophole’ which requires the successful completion of a criminal background check before the purchase or transfer of a gun; the acquisition of a permit to buy a gun; and the end of sales or purchase of magazines holding more than 10 rounds.
Regulations Become Effective on 1 July 2026
Measure 114 will become legal on 1 July 2026 if it passes muster, and state police will be responsible for conducting criminal checks before firearms can be transferred, and for granting permits.
Permits will be issued via local police or county sheriff’s offices and will increase in price from $65 to $150, with a renewal fee of $110. Permits will be granted within 30 days.
Members of the military and law enforcement officers will be exempt from the banning of magazines with 10 or more rounds.
This ruling will become legal on the day the bill is signed into law. Measure 114 provides a window of 180 days for manufacturers and dealers to dispose of magazines that can hold 10 or more rounds.
Large-capacity magazines owned privately must have been inherited or owned before 8 December 2022, the original date the Measure 114 would have taken effect.
New Challenges Must Be Filed at the Marion County Circuit Court
Any further challenges to the new regulations must be filed in Marion County Circuit Court, Salem. Challenges regarding the denial of gun permits are excluded.
State police are planning to create a new unit to process background checks and to set up a database for permit applications.
The police will need $14.6 million over the next two years to fill 32 new positions, with a further $11.6 million to maintain 28 of the positions in the 2027-29 biennium.
The police also want to increase the number of employees to process criminal background investigations and oversee fingerprint checks.
They estimate 300,000 permit applications in the first two years, resulting in revenue of $10.8 million.
Yeah, and how many times have we heard dem9crat politicians say “we don’t want your guns”. This is the saddest thing I have ever seen in this liberal state. The claim is that these measures will save 1000 lives over the next 10 years. There should be a sunset clause that nullifies these measures if the results fall substantially short; oh say 60%. But the democrats aren’t interested in data or logic. They are only interested in totalitarianism
how can we prove when we bought our guns I have had mine for years and most hold more than 10 rounds. I only bought 3 guns in Oregon over the last five years. most of the guns I own I bought in UT. I have my CCW here in Oregon how much is it going to cost me to renew it in 2027.
Since when do you have to pay a toll in order to exercise a Constitutional right?
Get a permit for life or liberty? How about keep or carry a gun? How much does a permit for life cost? Who enforces this obviously unconstitutional situation? How does a law against law-abiding citizens prevent gun deaths & where is the data? What is being done to make sure that criminals will obey this law? Have any of you smelled what you are shoveling?
