Oregon Man Charged with Bias Crimes After Targeting Neighbors with Racist Music and Blinding Lights

A Waldport man, Israel Jacob Bynum who was arrested by Lincoln County Sheriff’s Office (LCSO) deputies during a traffic stop yesterday (Wednesday) morning, has been charged with bias crime, stalking, and disorderly conduct following a series of incidents involving his neighbors.

LCSO confirmed Bynum’s arrest at a traffic stop following a warrant for the crimes issued earlier this month.

Loud Racist Music

Court documents reveal that the first incident occurred on 28 August 2023 involving video surveillance footage of loud music playing the song, ‘Trampling at the Zoo,’ which includes racially discriminatory lyrics. The neighbor, who is half-Tongan, told deputies that Bynum (46) often played loud, racist music.

Late night September 2023, video surveillance showed Bynum shining a red laser into her windows.

A temporary restraining order failed to remedy the situation.

Another neighbor, identifying as a gay veteran, told deputies that he had several altercations with Bynum and that in October 2023 police arrived following reports of explosions at Bynum’s home. Police could not establish if the explosions were fireworks or gunshots.

He Pointed 2,000-Watts Grow Lights Directly at his Neighbor’s Home

Police interviewed Bynum in October 2024 when he told them he had installed 2,000-watt grow lights on his roof and driveway. They were pointed directly at the house occupied by a woman, Bynum claimed that he had installed the powerful lights in response to the woman’s decision to install solar-powered walkway lights in her yard.

A month later, the woman reported that she woke up to loud music blaring from Bynum’s property and that when she confronted him, he allegedly told her to kill herself and mouthed anti-gay insults.

The following month, another neighbor told deputies that she felt threatened after Bynum told her that his ‘armory’ would be legally returned to him in three months.

Court records reveal that Bynum has several convictions dating to 2001 for fourth-degree assault and DUI charges.
