Oregon Man Who Decapitated His Mother Seven Years Ago is Given a ‘Conditional Release’

A ‘conditional release’ has been granted to a 44-year-old man found guilty of murdering and decapitating his mother despite objections by the Oregon Department of Justice and the Clackamas County District Attorney’s office. Tina Webb was 59 when she was murdered by her son.

 

Joshua Webb Carried His Mother’s Head into a Thriftway

The Oregon Psychiatric Security Review Board has decided to grant a ‘conditional release’ to Joshua Webb who, after murdering his 59-year-old mother, Tina Webb, walked into the Thriftway in Estacada on May 14, 2017, holding her head in one hand and an eight-inch knife in the other, and proceeded to stab an employee.

Lawyers for the Oregon Department of Justice and Clackamas County DA office argued that Webb should be ineligible for conditional release because he failed to demonstrate empathy or remorse, the shocking and violent nature of his crime, and the fact that he has been viewing serial killer programs while a resident of the psychiatric Oregon State Hospital in Salem.

 

Transferred to Residential Treatment Center in Umatilla

Despite these appeals, the executive director of the Oregon Psychiatric Security Review Board, Alison Bort, announced on Wednesday that Webb was granted a ‘conditional release’ and would be moved to Lifeways McNary Place, a residential treatment center in Umatilla, later this month or early November.

 

Webb was Viewing Serial Killer Programs While living in Psychiatric Hospital

Cecelia Carey, a social worker at the state hospital who has worked with Webb for the last 18 months, told the review board that Webb admitted to watching a program about serial killer John Wayne Gacy in the hospital common room.

After the viewing, Webb told her he was concerned that there were many victims whose families never knew what had happened to them.

Carey also said another hospital employee had told her that Webb had watched a program about serial killer Jeffrey Dahmer on a computer.

Cary said Webb admitted watching programs with titles like ‘He saved her body parts for later.’ When she suggested he stop watching these shows, Webb said ‘Okay…I’ll stick to kittens and rainbows.’

 

Webb is a Pathological Liar

Attorney Elisabeth Waner for the Oregon Department of Justice said records proved that Webb is a pathological liar. Waner described Webb’s sudden showing of empathy and remorse for victims as suspicious and said the review board should regard these actions as a barrier to discharge.’

Waner said anyone consuming serial killer content could be described as voyeurism at best, and pathological at worst.

Scott Healy, first assistant Clackamas County district attorney, said Webb’s conditional release represented ‘a great a risk.’
