Oregon’s Severe Winter Weather Triggers Level 3 Emergency Alert
As weather forecasts predict snow and freezing rain across large parts of Western Oregon, the Oregon Department of Emergency Management (OEM) activated the State Emergency Coordination Center (ECC) to Level 3 (Regional Response), effective from February 12 through Valentine’s Day on February 14.

Yesterday, the National Weather Service forecast a strong potential for snow and freezing rain. This could result in treacherous travel conditions, road closures, power outages, and the need for temporary warming shelters.
OEM is coordinating with local, Tribal, and state partners after several jurisdictional emergency operations centers across Oregon were activated.
Under the Level 3 activation, OEM can maintain situational awareness, facilitate information-sharing, and support resource requests from local jurisdictions. The effects of the winter weather will be monitored, and OEM will support response efforts as needed.
OEM Urged Oregonians to take the following precautions during the storm:
- Find a warming shelter at Oregon 211.
- Stay up-to-date on current happenings by checking local weather forecasts.
- Find the latest real-time effects and response efforts online at the Hazard Situation Overview.
- Sign up for emergency alerts at Oralert.gov.
- Prepare for power outages: Ensure flashlights, batteries, and a backup heat source are on hand.
- Don’t use generators or grills indoors because of high carbon monoxide risks.
- Check on your neighbors, especially vulnerable individuals. Ensure they have what they need to stay safe and warm.
- Avoid travel if you can, as ice and snow could make the roads hazardous.
- If you must travel in winter weather, carry an emergency kit, shovel, chains, and extra supplies.
